showeth you the lightning, a fear and a hope, and raiseth the heavy clouds.
13. And the thunder
hymneth His Praise and (so do) the angels for awe of Him. And He launcheth
the thunderbolts and smiteth with them whom He will while they dispute (in
doubt) concerning Allah, and He is Mighty in wrath.

Commentary
He (God Almighty) can harm and profit (both). You
see the lightning. Your hearts frighten from it but you have hope of great
advantages also from it. Allah Almighty raises clouds of heavy and pelting
rains along with it on the sky. You hear the sound of thunder. It is an Angel
(peace be upon him) who hymns the Praise of Allah Almighty. Other Angels (peace
be upon them) praise also being frightened. Along with the thunder, sometimes;
Allah Almighty causes to fall thunderbolt upon the person whom He desires.
Despite these open signs, the people quarrel about Allah Almighty and they do
not obey the commands of Messengers (peace be upon them). Remember! Allah is
Mighty in wrath.
