Commentary

It is part of previous verse. And it (including the previous part) explains about the actual Law regarding the Rise and fall of the nations. Allah Almighty is Aware of all conditions of the mankind. Whatsoever any individual says – loudly or silently, He hears, whether the human being is in the darkness of the night or daylight – He sees him equally. Then the Angels (peace be upon them) look after him by the command of God Almighty in every condition.

It is incumbent for every person; after knowing about these epithets of Allah Almighty that they should keep their moral character correct, they should fear Him in all conditions and believe that their entire deeds are being registered by the Angels (peace be upon them). They would have to face the consequence of their deeds on the Day of Resurrection.

The Law of welfare of the nations is known from this verse that if maximum people of the nation will keep their moral character good then condition of the nation will remain good, but if maximum people will become evildoers, then the nation will be corrupted and its misfortune will lie on every individual. After being corrupt of maximum people, it is sure that the time of nation’s degradation has begun, and then God’s Law will be in force according to His command. About this, it has been mentioned in the verse. Due to evil days of the individuals, when Allah Almighty intends to degrade any nation, then there is none who may save them from His rage.
